I’m not a twitter expert—how does twitter decide who has the verified check mark next to their account?
My understanding is user must submit verification, but I believe Twitter has ability to react in this type of situation

The way it works is to fill out a form justifying why your account and identity is worth protecting . This could be for professional reasons, I.e you are of note in your or a wider field, or are seen as an expert.
